Clinton Impeachment Debate

STARR GAVE CONGRESS 11 counts OF impeachable offenses – four allegations of perjury in his Jan. 17 deposition in the Jones case, one charge of perjury in his Aug. 17 grand jury testimony in the Starr investigation, four counts of obstructing justice, one of witness tampering and one of abuse of his office.

articles 1 AND 3 of impeachment passed by the House on December 19,1998.

1. The president provided perjurious, false and misleading testimony to the grand jury regarding the Paula Jones case and his relationship with Monica Lewinsky.

3. The president obstructed justice in an effort to delay, impede, cover up and conceal the existence of evidence related to the Jones case.

FEB.12,1999 THE SENATE acquits President Clinton of all charges. the perjury article was defeated 55-45 and the obstruction of justice article, 50-50. Both failed to gain even a simple majority in the Republican-controlled Senate.

THE FOUNDING FATHERS FELT THAT IMPEACHMENT WAS FOR PRESIDENTS WHO THRU CORRUPTION GOT ELECTED OR WHO COMMITTED CRIMES AGAINST THE UNITED STATES.

CON 4.1

"The President . . . shall be removed from office on impeachment for, and conviction of treason, bribery, or other high crimes and misdemeanors against the United States." As explained by Madison, this amendment was unanimously accepted "in order to remove ambiguity." THE AMBIGUITY THAT MADISON WAS TALKING ABOUT WAS THAT IT HAD SAID "against the State " THEY FELT IT SHOULD BE AGAINST THE UNITED STATES. Only later, and apparently for the purpose of style, did Morris and others on the Committee of Style eliminate the prepositional construction, "against the United States,"

IF WE DON'T RESTRICT THE LITIGATION AGAINST FUTURE PRESIDENTS VAST RIGHT OR LEFT WING CONSPIRACIES COULD PARALYZE THE EXECUTIVE BRANCH.

WHAT ARE WE TELLING OUR KIDS, THAT THE PRESIDENT IS ABOVE THE LAW, OR THAT LYING IS OK, WHAT ABOUT THE RULE OF LAW, LET ALONE THE MORAL DAMAGE THIS MAN HAS DONE TO OUR YOUTH.

CON 5.1

IF THE PAULA JONES OR MONICA LEWINSKY PROBLEMS HAD BEEN HELD OFF TILL HE WAS OUT OF OFFICE THIS COUNTRY AND OUR KIDS WOULD BE A WHOLE LOT BETTER OFF. NONE OF THIS WAS A THREAT TO THE UNITED STATES. THE ONLY REASON IT WAS PUSHED FORWARD WAS THE REPUBLICANS FELT THAT IT WOULD GAIN THEM SOME VOTES. WERE IN A SORRY STATE WHEN THE DESIRE TO WIN COMES AT THIS KIND OF COST TO OUR COUNTRY AND OUR YOUTH.
