JANUARY 4,1996 Hillary Clinton's Rose Law Firm billing records are found on a table in the White House residence book room after two years.
Clinton aide Carolyn Huber says she found the bills in August 1995 but didn't realize their significance until coming across them again.
The documents show she performed 60 hours of legal work for Madison in 1985 and 1986. the billing records reflect that among other chores, Mrs. Clinton drafted a real estate option that pegged the price of a 22-acre slice of Castle Grande at $400,000.
The government, which ended up owning the property when McDougal's savings and loan collapsed, got $38,000 for the parcel. The inspector general at the Federal Deposit Insurance Corp. concluded that McDougal's S&L used the option prepared by Mrs. Clinton to deceive federal bank examiners about the payment of hundreds of thousands of dollars in real estate commissions to SETH Ward, WEB Hubbell's father-in-law.
